A quality leader knows when to put each as a priority, and should be willing to break the rules when it is the best option.

He knew how to wrangle his crew together for dangerous missions, and even knew when leaving or surrendering was the better option. All other Captains except Archer would let their ego get in the way, and even Picard did it in First Contact, but given his prior assimilation, he thought he could destory the Borg without destroying the Enterprise, but he did concede before too many lives were lost. Picard had the most professional attitude that you would expect of a Captain, which is extremely important when you are an enlisted or junior officer being told what to do by them. You would feel very hesitant if good ‘ole Kirk kept insisting to beam down on away missions. If he dies, what then? You need to act like you are in charge, and doing everything yourself is not quality leadership.
