All kidding aside, it may be a reference to semi formal or cocktail attire. In which case, for men a proper suit , white shirt, tie, and proper oxfords are appropriate. For women, a cocktail dress or suit is also appropriate. The last semi formal even I attended I wore a white trouser suit with a silver vest and a lot of pearls.
